Town Council to discuss bids on property

TARBORO — Seven vacant lots, previously owned by the Town of Tarboro, will go back on the tax rolls following Monday’s meeting of the town council.

The lots are part of a group of 11 the city had listed for sale in an effort to generate revenue and possibly spur some additional residential development.

If council members follow the recommendation of planning director Josh Edmondson, lots at 103 and 308 Middle St. will be sold to Jeffery Cruse for $2,000 and $9,000, respectively. Also on the list are lots at 408 and 410 E. Pitt St., 511 Wahree St. and 521 and 612 E. Church St.

Long’s Home Repair submitted an offer at $1,500 for the Pitt properties and $1,800 for 521 E. Church, Edward and Jean Harris submitted an offer of $2,500 for Wahree Street and James Luther and Mary Walston Knight submitted an offer of $5,000 for 612 E. Church.

At the town’s budget planning retreat on Feb. 22, Edmondson told council members he would hope they would consider putting the proceeds from the sale of the property into a fund to be used for economic development.

Council members will also award the contract for auditing services.

A total of six proposals, ranging from a low of $23,660 submitted by Pettway Mills & Pearson to a high of $46,800 by McGladrey, were reviewed by staff members.

Two proposals — from Pettway Mills & Pearson and Andrew Harris, CPA, were eliminated because they lacked experience with cities or towns of comparable size to Tarboro.

McGladrey and Pittard Perry & Crone were eliminated because their proposals were considered to be excessive.

Martin Starnes & Associates of Hickory submitted a proposal of $27,745 while Flowers & Stanley, of Tarboro, submitted a proposal of $29,000.

Staff will recommend that Martin Starnes & Associates be awarded the contract, not simply on price along, but because Flowers & Stanley has done the audit for the past 13 years and best practices advise changing auditors every five years if there are firms qualified to perform the service.

Council members will also receive the Historic District Commission report, consider allowing the use of PVC pipe in place of ductile iron pipe at the Hunter Hill Apartments, change parking on East Church Street from no restriction to a one-hour limit on both sides between St. Andrew and St. Patrick and on St. Andrew Street between St. James and Church and receive an update on the 10-year solid waste management plan.

Council meets on the second floor of Town Hall at 7 p.m. on the second Tuesday of the month.
