Council approves NECP annexation, July 4th fireworks

ROCKY MOUNT — Tarboro’s Town Council unanimously approved Educational Capital Solutions, LLC’s request to annex 52.31 non-contiguous acres into the Town of Tarboro during is Monday night meeting.

The land that was once the site of the Mary Frances Center, a substance abuse facility for females, is now the home of North East Carolina Prep School.  The school, which began its first classes last August 1 in a temporary home, moved into the new facility on Jan. 7.

The two-phase project is valued at $12.5 million and Phase II, which includes the construction of a new two-story facility, is expected to get under way in the not-too-distant future.

The annexation, which became effective immediately, ensures the school has fire and police protection through the town.

One concern going into the public hearing was the potential that the own would have to reimburse the rural fire district for lost assessed valuation.

Prior to the hearing, however, Town Manager Alan Thornton explained that because the property is tax exempt, the town would no have to pay the reimbursement. Requesting that opinion from Town Attorney Michael Brough saved the town just under $20,000 over the next 17 years.

In other action:

• Council approved an $8,000 expenditure to S&W Productions of Wake Forest for a 21-minute fireworks display on July 4. S&W is the same organization that handled the display last summer and Thornton said a quick check of other pyrotechnic firms revealed that S&W’s pricing was in-line with other firms.

• Approved a budget amendment to increase the FY 2012-2013 capital outlay budget by $13,695 to allow for the purchase of the town’s new recycling trailer from the Solid Waste fund. The purchase was assisted by a grant from the North Carolina Department of Environment and Natural Resources in the amount of $10,833.33.

• Approved the lease of three tracts of city-owned farm land to WJF Evans Farms for $105 per acre. The approval came after extensive discussion in regards to the bid on the tracts of 95, 16 and 13 acres.

• Approved the report of the tax collector on unpaid 2012 taxes that are liens on real property and authorized the advertising of 2012 taxes that are liens on real property.

The council’s next regularly scheduled meeting will be on March 11, although there will be a staff/council retreat on Saturday, Feb. 23.
