Veteran Edgecombe County employee, Gloria Lyndaker was sworn in as the Tax Administrator Monday during the county's regular scheduled meeting. The new two-year term position combines the tax accessor and tax collector jobs. The administrator will oversee the tax accessor and tax collector offices.
Edgecombe County Manager Lorenzo Carmon said the county has used the same model.
"It was changed by former county manager Joe Durham," Carmon said. "We're just going back to that model."
Before the promotion, Lyndaker served as the county tax collector for six years. Cindy Coker was the tax assessor before she retired in April.
Due to state and federal funding to the county dwindling, Carmon has been searching for methods to effectively manage the county with budget constraints. With the approval of the board of commissioners, Carmon has eliminated six positions. Combining the tax collector and tax assessor was one of those moves which allowed the county to eliminate a GIS position.
In another matter, the board unanimously approved the sheriff department to give Edgecombe Community College four surplus vehicles. The vehicles will be used for the college's proposed basic law enforcement training (BLET) classes.
"The cars will be an instrumental component of the college's mandatory equipment necessary to obtain final program approval and implementation of the BLET program," Dr. Deborah Lamm, ECC president stated in a letter addressed to the board. "Edgecombe County Sheriff's Department is an important partner in this endeavor. The sheriff's department has worked collaboratively with the college over the past several years through the detention officers' academy and other professional training for public service providers. As the college prepares for the implementation of the BLET program, the sheriff's department has committed to providing certified instructors and facilities for physical training exercises, subject control techniques training and firearms instruction."
A memo from Edgecombe County Sheriff James Knight states, the BLET program will benefit Edgecombe County by brining in additional students and giving the agencies in county certification program.
All four of the vehicles are Crown Victoria's that were put out of service. One is a 2006 model while the other three are 2007. The sheriff's department most recently purchased four Dodge Chargers to add to its fleet.
Community Enrichment Organization (CEO)Director Doris Stith addressed the board concerning teen pregnancy. Stith said teen pregnancy has dwindled down over the years but, "we still have a lot of work to do."
In 1994, Edgecombe reported 254 teen pregnancies. The 2012 data reveals that there were 113.
CEO is in the process of filing for a parenting program grant. The grant is designed to prevent second teenage pregnancies. Stith asked the commissioners for a letter of support for the grant process. They unanimously agreed to support the program.
"We have had a 100 percent success with our program," Stith said. "Our young girls graduate from high school without a repeat pregnancy. That is a tremendous amount of decrease. We are seeing an improvement."
