Princeville 2013-14 budget available for review

PRINCEVILLE — PRINCEVILLE — The Local Government Commission (LGC) has called a public hearing for 6 p.m. on Tuesday, June 18 at Princeville Elementary School for public discussion of Princeville's 2013-2014 proposed budget. A copy of the proposal can be reviewed at the town hall.

Because LGC took over the the town's finances on July 30, 2012, members of Princeville's board of commissioners will have no vote, either for or against, the budget. However, they will be allowed to make recommendations.

The proposed budget is set at $824,715, a decrease of more than $500,000 from last year's budget.

The proposed budget does not have increases in water and sewer, garbage nor tax collections. Salary increases were also not listed in the proposal.

Perhaps some good news is that appropriations for a manager/finance officer position are included for the second half of the fiscal year.

The town has been without its own finance officer since LGC took over. With the takeover, the LGC is responsible for making and adopting the town's budget. Last year's budget cut five positions and reduced public work employees' hours from 40 to 20. The proposed budget allows one public works employee to return to full-time status. An additional police officer salary is also appropriated, which could bring the force to five.

The proposed budget will allow Edgecombe County to continue to maintain the town's water and sewer system at $10,000 a month and it will purchase a new police car.

Sharon Edmundson, who is serving as the town's finance officer said, "We look forward to hearing the citizens' thoughts on this budget at the public hearing."  

When adopted, the budget will be the second consecutive budget adopted by the LGC.

LGC took over the town finances June 30, 2012 due to poor bookkeeping, Before the takeover, the board drafted a proposed budget that included a tax increase, but did not get an opportunity to vote on it as LGC took over the books and eliminated the tax increase in its prepared.

On another note, the Princeville Board of commissioner is scheduled to meet 6 p.m. Thursday at the town hall for a special meeting. Items on the agenda include hiring an attorney and a public work employee and placing decal on a police crusier.
