Three week after the Edgecombe County Health Department and Edgecombe County Department of Social Services moved in the same building, it will now operate under one auspice — The Edgecombe County Human Services agency.
After a public hearing, the Edgecombe County Board of Commissioners unanimously approved the consolidation Monday night during its regular scheduled meeting.
Assistant County manager Eric Evans will serve as the consolidated human services agency director. The health department and DSS will each still have an individual director, who will report to the human services agency director.
The agency will also have a policy-making board, consisting of no less than 15 and no more than 25 members. The county commissioners will appoint the board members, who will reflect the population of the county. Currently, the board of health has 11 members, while the DSS board has five members. Edgecombe County Manager Lorenzo Carmon said it was a good possibility that DSS and health board members will remain in their roles.
Under the consolidation, agency employees will be subject to county personnel policies but will not be subject to the State Personnel Act, unless the board of commissioners chooses to make the staff subject to the act.
The health department has 94 employees and the DSS has 148. Carmon said the goal of the consolidation is to promote “efficiency and effectiveness” in human services
In another action the board:
• Unanimously rezone two large properties near QVC. The 30,000 square feet property behind QVC was rezoned from agricultural-residential to general industrial. The second property is also 30,000 square feet and it was rezoned general business to General Industrial.
Carmon explained that the change will make the property more attractive for industries who are seeking land.
• Unanimously approved Nov. 7, as Nathanuel Marriott and Knights of Labor Day in Edgecombe County. Nov. 7, will be the 125th anniversary of the day that Marriott wrote a letter from New Hope Missionary Baptist Church in Battlesboro to the national leaders of the Knights of Labor requesting an official charter for the local eight member Knight of Labor. A program in honor of Marriott. will be held 2 p.m. Saturday at the New Hope Missionary Baptist Church in Battlesboro.
• Made an agreement with the West Edgecombe Rescue Squad Inc. to transfer all the incorporation's rights, title, interest and estate in an to all assets and liabilities over to the county. The rescue service will remain in services under Edgecombe County Rescue.
• Scheduled a public hearing on land owned by Eddie Williams to rezone 14.74 acres outside of Pinetops from agricultural residential to to residential. William purpose to build "Pinetops Community Corporation" — a 20 duplex housing development on the lot for seniors 55 years and older. Williams asked for the public hearing. He said the proposal have received opposition from surrounding landowners.
