Three charged in Halifax oil spill

Three Scotland Neck men have been arrested in connection with an oil spill Monday at Sylvan Heights Waterfowl Park in Halifax County.

Sgt. Detective Doug Pilgreen of the Halifax County Sheriff's Department said Billy Ray Dickens, 41, AnthonyYoung Lamont Day, 34, and David Earl Alston, 47, were all charged with a felony count of dumping a toxic substance and felony littering.

Pilgreen said all three men turned themselves in to the Sheriff's Department at 3 p.m. Wednesday.

Pilgreen cited an Environmental Protection Agency report that 6,000 gallons of fuel oil were dumped in the Waterfowl Park. He said the EPA is in charge of the cleanup.

Dickens's and Day's bonds were set at $20,000 each, while Alston is being held under $3,500 bond, Pilgreen said.
