Republican Dean Stephens, 62, a computer consultant from Colerain, announced his candidacy for U.S. Congress representing the 1st District before a half-dozen constituents Monday afternoon in Mobley Atrium on the campus of Edgecombe Community College. If elected, Stephens said he pledges to "change the course of education in America."
