Kathy Howard, a Tarboro native, has rejoined North Carolina's Eastern Region (NCER) as associate vice president.
In her new position, Howard will assist in coordinating and strengthening relationships between NCER and the private business sector, local governments, educational institutions and systems, non-governmental organizations and other groups through collaboration and partnering.
Howard, 32, worked for NCER from 1998-2005, initially in the position of information manager and later as research director.
In 2005, she joined the North Carolina Department of Commerce as its existing industry specialist and economic developer for the same 13 counties covered by NCER.
Howard, the daughter of the late Floyd Pilgreen and Janie and Donnie Robbins of Tarboro, is a 1994 graduate of Tarboro High School. She received a bachelor's degree in business and marketing and a minor in professional communications from Meredith College in 1998. She also is a graduate of the University of Oklahoma's Economic Development Institute.
She is married to Rob Howard III, and they have two children.
North Carolina's Eastern Region is a multi-county partnership established by the General Assembly to promote economic development in a 13-county area of central eastern North Carolina.
NCER works with hundreds of people representing dozens of public and private organizations and institutions throughout the region to promote economic development by assisting to recruit new companies and new jobs to the area and helping with the need to improve and increase the capacity of eastern North Carolina to create and attract sustainable growth.
